MSSA focuses on elderly care in the GBA and participates in symposiums

In the context of the upcoming release of the policy address for the financial year of the new Macao Special Administrative Region Government in 2025, the Macao Social Security Society was recently invited to participate in a symposium on the elderly care issues in the Guangdong-Hong Kong-Macao Greater Bay Area, and conducted in-depth exchanges on core topics such as the current situation of regional elderly care development, service quotas and cooperation models. The symposium provided a valuable opportunity for the Institute to further understand the current situation and development trend of elderly care services in the Bay Area, and also provided an important reference for Macao's future planning in the field of elderly care services.


The symposium was organized by the Chinese Society of Social Security, the Hong Kong Retirement Plan Association, the Macao Society of Social Security and the Guangdong Society of Social Security. It was held at the Shenzhen Municipal Human Resources and Social Security Bureau on April 9. The President of the Macao Society of Social Security, Chen Jianxin, Chairperson Ke Lixiang, Vice Directors Wong On Chao and Zhang Rui participated.

At the meeting, the members of the society focused on the characteristics and differences in the allocation of elderly care service resources in Guangdong Province, Hong Kong and Macau. The supply and demand of elderly care in the Greater Bay Area is adjustable. Some cities in Guangdong Province, such as Shenzhen, are relatively abundant in the quantity and supply capacity of elderly care service resources. However, Macau and Hong Kong are limited by land and human resources, and the services of existing elderly care institutions cannot fully meet the diverse needs of an aging society. Cross-border elderly care, as an elderly care model that can be considered, has received a lot of social attention in the past, but due to the inconsistency of policy systems such as medical insurance and service standards, it needs to be further explored and improved.

In addition, the society gained an in-depth understanding of the marketization process of elderly care services in the Bay Area and the development of diversified elderly care models in the region through the symposium. In recent years, the Greater Bay Area has achieved certain results in promoting the "combination of medical care and elderly care" and community elderly care services. High-end and professional elderly care institutions have gradually emerged, but there are still significant differences in fees and service coverage. During the symposium, members of the society paid particular attention to issues such as the construction of elderly care workers and the extension of the service industry chain. These topics are not only related to the quality improvement of elderly care services, but also provide new ideas for regional collaboration.

Through this discussion, the Macao Social Security Society has further deepened its understanding of the current situation of elderly care services in the Guangdong-Hong Kong-Macao Greater Bay Area, and gained many inspirations from it.

The society believes that as an important part of the Greater Bay Area, it is necessary for Macao to continue to pay attention to the development of elderly care services in the region, and at the same time strengthen exchanges and cooperation with other cities. This will not only help to provide more choices for Macao residents, but also lay the foundation for Macao's role in the elderly care industry in the Greater Bay Area. In the future, the Macao Social Security Society will continue to follow up the development trend of elderly care services in the Greater Bay Area, actively participate in relevant discussions, and contribute to the sustainable development of elderly care in Macao.


澳門社會保障學會聚焦灣區養老 參與養老服務座談交流


在2025年新一屆澳門特別行政區政府《財政年度施政報告》即將發佈的背景下,澳門社會保障學會近日應邀參與關於粵港澳大灣區養老問題的專題座談會,圍繞區域養老發展現狀、服務資源分配與協作模式等核心議題展開深入交流。此次座談會為學會提供了進一步了解灣區養老服務現狀與發展趨勢的寶貴契機,同時也為澳門在養老服務領域的未來規劃提供重要參考。

    是次座談會由中國社會保障學會與香港退休計劃協會、澳門社會保障學會及廣東省社會保障學會主辦,於4月9日在深圳市人力資源和社會保障局舉行。澳門社會保障學會會長陳建新、理事長柯麗香、副理事長周王安及張銳等參與。

    會上,學會成員重點了解了廣東省、香港與澳門在養老服務資源配置上的特點與差異。大灣區內的養老供需存在可調配性,廣東省部分城市如深圳等地區在養老服務資源數量和供給能力上相對充足,而澳門和香港受限於土地與人力資源,現有養老機構的服務難以完全滿足老齡化社會的多樣化需求。跨境養老作為一種可以考慮的養老模式,過去都受到不少社會關注,但由於醫療保險、服務標準等政策體系的不一致,尚需進一步探索與完善。

    此外,學會通過座談會深入了解了灣區養老服務的市場化進程,以及區域內多元化養老模式的發展情況。近年來,大灣區在推動「醫養結合」與社區養老服務方面取得了一定成果,高端化、專業化養老機構逐步興起,但在收費與服務覆蓋面上仍存在較大差別。座談中,學會成員特別關注到老年護理員隊伍的建設與服務產業鏈的延伸等問題,這些話題不僅關乎養老服務的質量提升,也為區域協作提供了新思路。

通過此次座談交流,澳門社會保障學會進一步加深了對粵港澳大灣區養老服務現狀的認識,並從中獲得了許多啟發。

     學會認為,澳門作為大灣區的重要組成部分,有必要繼續關注區域內養老服務的發展動態,同時加強與其他城市的交流與合作。這不僅有助於為澳門居民提供更多選擇,也為澳門在大灣區養老事業中的角色定位奠定基礎。未來,澳門社會保障學會將持續跟進大灣區養老服務的發展動向,積極參與相關討論,為澳門養老事業的可持續發展貢獻力量。
